THE European network   of Group Purchasing Organisation (GPO),  specialised in public procurement in the healthcare sector.

Created in 2012 by Resah (Fr) & NHS Commercial Solutions (UK), EHPPA is an association of European public and non-profit Group Procurement Organisations (GPOs) which aims to cooperate in order to pool expertise, exchange good practices, leverage performance and provide its members with a strategic position in the European health procurement market.


The association is a registered non-profit association under French law and has its headquarters in Paris. Today, EHPPA is composed by 11 GPOs from 10 different European countries, from Northern to Southern Europe.

EHPPA also emphasizes European tender processes and is actively involved in shaping new legislation that will influence the future of public procurement across Europe. We maintain ongoing communication with European institutions to align the diverse perspectives of our members into a unified stance and collective goals.

EHPPA participates in European projects, supported and funded by the European Commission.

We are a founding member of the Value-Based Procurement Community of Practice and support the organization of the annual European Value-Based Procurement Conference.

Dialogue with European and International Institutions

We regularly engage with European institutions and organisations such as the European Innovation Council (EIC), various Directorates of the European Commission, the European University Hospital Association (EUHA), and the European Hospital and Healthcare Federation (HOPE).

We also work with international stakeholders, including Health Pro Canada, FISC Québec, and SPX.

EHPPA engages in a variety of actions which aimed at enhancing public procurement practices and fostering collaboration among its members.

Our key actions include :

Exchange of Good Practices :

EHPPA facilitates discussions on key procurement topics, encouraging members to shareknowledge and best practices in public procurement.

General Assemblies: Held every six months, these face-to-face meetings enable directors from different EHPPA members to connect and collaborate.

Thematic Workshops: In-person workshops focus on specific procurement challenges.

Working Groups : EHPPA forms working groups to address key procurement challenges and develop positions on important topics, such as:

  • Sustainability and Social Value (SSV) Working Group: Conducts surveys to understand how sustainability and social value are applied in public procurement, including regulations and criteria used in tenders.
  • Digitalization and AI Working Group: Starting in mid-2025, this group will explore the role of digitalization and AI in public procurement, identify challenges, and propose solutions for their integration in healthcare procurement.

Enhancing Collaboration through the creation of the EHPPA Academy

EHPPA is fully committed to improving the sharing of knowledge and expertise among its members on key topics, while also strengthening bilateral cooperation between them.

EHPPA Academy : We organize exclusive internal webinars as a key tool to professionalize EHPPA members and their beneficiaries (hospitals…). These sessions provide insights into national projects, strategic tools, and European initiatives, while fostering discussions within the association. The webinars facilitate the exchange of best practices and help create a data repository for procurement professionals within EHPPA on specific topics.

Member Engagement : Members are also encouraged to participate in benchmarking or twinning activities on topics of shared interest, such as:

  • Drug Purchasing: Exploring governance and stakeholders involved
  • Pooling of Medicines/Drugs: Streamlining supply flows to healthcare organizations
